AAVE, where "down bad" meant being in a rough situation. Twitter narrowed it to romantic desperation around 2019-2020.
The romantic sense overtook the original almost completely online, helped by a wave of "down bad" tweets and later a Taylor Swift song title in 2024, which pushed it into much wider use.
